This memo summarizes current and proposed regulations for reducing air emissions from marine vessels, and HEC ideas on the likely direction of new regulations. Of particular concern are the existing and proposed EPA regulations that directly affect the competitiveness of the U.S. fleet as they are applicable to U.S. flag vessels only. This memo is intended to provide background to U.S. flag operators interested in commenting on these proposed regulations.
